Preheat the oven to 375°F. Line a baking sheet with parchment paper.
In a large bowl, and using a hand mixer on medium speed, mix together the butter, sugar, and light brown sugar for 3 minutes. Add eggs and vanilla, mix until smooth.
In a separate medium bowl, combine flour, baking soda, salt, cinnamon and nutmeg. Add the flour mixture to the wet mixture and mix on low speed until flour is almost mixed in. Add oats, raisins and chocolate chips; mix until combined.
Add 1 oz. scoop of cookie dough onto the prepared baking sheet. Make sure there is a good amount of space between each ball of cookie dough to allow them to spread as the bake. Bake for 10-12 minutes or until brown and the edges are set.
